Short answer: China*
Longer Answer: China has the most warships, but that includes missile boats for coastal defense. American has the most tonnage.
A new report from the U.S. Department of Defense claims the Chinese Navy, known officially as the People’s Liberation Army Navy (PLAN), is the largest in the world. According to the Pentagon, the PLAN has 350 battle force ships, as opposed to the U.S. Navy's 293 ships. While the U.S. Navy is far larger by tonnage, that advantage could be erased given China’s frantic shipbuilding schedule.

It's a concerning trend, for sure. The USN has spun its wheels over the last 25 years, while the PLAN has made slow and steady progress with its expansion and modernization.

I had hoped the "Pivot Towards Asia" in Obama's second term would have given more direction to the USN on what their future force needs would be. However, I am not sure that actually happened. Honestly, i have no idea what direction the USN and Pentagon have been given since that "Pivot" occurred. I am pretty sure nothing has officially replaced it yet....

The pivot to the Pacific has been slow with the parallels between Second World War Pacific Theater and today being fairly apparent.
Now more then ever we will have to rely on strong allies in the Japanese, Australians, British, Canadians and Kiwis.
