Terrain: 6 pieces
Accumulated Campaign Points
 * Recon: Mondo 7, Shrinedawg 7

Plus one of us gets 5 more for winning, but we weren't quite sure on this. I killed 375 points of his force (he had one frigate left) but he killed all 300 of mine. Who wins?

Were any VP scored for the attacker for taking recon photographs of enemy ships?  Those are added to VP totals for damaged and destroyed ships, and then the winner is the player with the higher VP total.

Nope, those are the totals. Attacker (Mondo) 375, defender (Shrinedawg) 300. We just weren't sure since I had no ships remaining.
