I liked where Spartan was going with little snatches of fluff and unique models.  Pity never a box for my factions.

ok x wing  its not the best  but it dose have all you need to get the basic concepts of the game and ffgs style of play and given that they need to get that across to none gamers who were  buying because its star wars  i think they did a  good job here
take this ship to where the fire is at its heaviest  that where we can make a difference

Two player starters should have everything available for two people to get in. But I also enjoy having value in a starter set. For instance, the Spartan Games starter sets held good value and could be added to easily and in small chunks to increase the level of play.
As a comparison we have the X-Wing starter. It has everything contained in the game but is slim pickings when thinking about next steps. Really requiring multiple additional purchases in quick succession to continue the enjoyability of the game.
I however, selected Sails of Glory simply because the complexity of the game play means that you could buy that one set and contentedly play the game for a year without getting stale or requiring additional purchases. It’s a great starter set as well as a great self contained game.

BFG had sensible sized fleets, well fitted for expansions, with many build options each. WINNER.

I chose "Operation: Shadow Hunter" for all the reasons others have stated- Spartan Games did many things that were odd, but their force compoitions fro Starter Sets were useful and well planned.

BFG sets also were comprehensive like most GW box sets.

I'd also like to add Ground Zero game's Full Thrust Two-player sets as well: They not only have a good mix of ship types, they are also custmoisible as to which two fcastions you can get so that puts them a little ahead of many others.

I started before the time.  We as a group of friends would decide on a period, or game, and then order what miniatures we needed.  For Naval that might be the BC action at Jutland, Russo Japanese war,  Etc..  No need for these things.

Gotta go with the Shadowhunter box from Spartan for Dystopian Wars. DW will always be near and dear to my heart, so I'm a bit biased, but I also really liked the evolution in ship designs for the FSA (my main fleet) that were present in that box.

The Liberty-class heavy battleship is still one of my favorite FSA ships--just looks like a beefy, no-nonsense battlewagon.
